Donald Trump ha da tempo promesso di aumentare i dazi doganali se rieletto, in particolare prendendo di mira i vicini degli Stati Uniti e i concorrenti economici come Cina, Messico e Canada. La Casa Bianca ha confermato che a partire dal 4 marzo gli Stati Uniti imporranno una misura tariffaria del 25% sulle merci importate dal Messico e dal Canada, e del 20% sulle importazioni dalla Cina.

Anche se Trump parla dei dazi come "la parola più bella del dizionario", cosa significano veramente?

Cosa sono i dazi doganali?

Fondamentalmente, i dazi sono tasse sulle importazioni imposte dai governi per proteggere le industrie nazionali o generare entrate. Tuttavia, sono anche un potente strumento economico, spesso utilizzato per controllare il commercio, influenzare i mercati e persino condurre battaglie economiche.

Se da un lato i dazi mirano a proteggere le imprese nazionali rendendo più costosi i beni importati, dall'altro possono anche far salire i prezzi locali, contribuendo all'inflazione. Che si tratti della guerra commerciale tra Stati Uniti e Cina, della tassa sulla CO2 alle frontiere dell'UE o dell'impatto più ampio delle politiche protezionistiche, i dazi rimangono uno degli strumenti più dibattuti in politica economica.

Per capire meglio l’influenza dei dazi sul commercio globale e sulla vita di tutti i giorni, ci siamo rivolti a James Butterfill, responsabile ricerca di CoinShares.

Quali sono le principali guerre commerciali che si sono verificate in passato e che tipo di impatto hanno avuto?

James Butterfill: Ce ne sono state diverse, ma alcune delle più grandi guerre commerciali sono avvenute all'inizio del XX secolo:

  • La legge Dingley sui dazi (1897): un aumento dei dazi all'importazione al 52%, uno stimolo per l'industria statunitense, ma che ha danneggiato i consumatori con l’aumento dei prezzi e con il deterioramento delle relazioni commerciali.

  • La legge Payne–Aldrich sui dazi (1909): questa legge si proponeva di abbassare i dazi, ma invece li mantenne elevati, con un conseguente inasprimento delle divisioni interne al Partito Repubblicano.

  • La legge Fordney-McCumber (1922): ha imposto dei dazi record (in alcuni casi superiori al 40%), portando a ritorsioni economiche da parte di altri paesi.

In genere, i dazi commerciali sono stati controproducenti per la crescita globale. Anche negli anni ’80, le tensioni commerciali tra Stati Uniti e Giappone sulle esportazioni di automobili hanno contribuito alla bolla degli attivi giapponesi, che alla fine è scoppiata, causando decenni di stagnazione economica.

Ogni volta che viene ventilata la minaccia di una guerra dei dazi, questa tende a danneggiare la crescita economica su scala globale.

Quale potrebbe essere l'impatto dell’aumento dei dazi statunitensi?

Prendiamo Donald Trump in parola e supponiamo che mantenga le sue promesse in materia di tariffe doganali, politiche sull'immigrazione e tagli alle tasse. In tal caso, l'inflazione potrebbe impennare rapidamente. Tuttavia, il problema sta nel fatto che si tratterebbe di una cattiva inflazione. Ad esempio, il costo per l'acquisto di un'auto tedesca negli Stati Uniti aumenterebbe in modo significativo, spingendo i consumatori ad affrettare i loro acquisti prima che le tariffe entrino in vigore. Questa impennata della spesa potrebbe temporaneamente aumentare le vendite al dettaglio, creando un falso senso di forza economica negli Stati Uniti.

In tal senso, abbiamo già visto i primi segnali nei dati sull'inflazione di dicembre. Ma questo tipo di inflazione è una forza improduttiva nell'economia. Una buona inflazione si verifica quando l'economia è fiorente, quando l'aumento dei prezzi è sospinto dall'aumento della domanda di beni e servizi. Al contrario, quella che stiamo vedendo in questo caso è un'inflazione guidata dall'aumento dei salari dovuto alla carenza di manodopera – poiché le restrizioni all'immigrazione limitano l'offerta di lavoratori a basso costo – e dai costi più elevati delle tasse di importazione. Questo tipo di inflazione è inefficiente e generalmente dannoso per la crescita economica.

Che impatto possono avere i dazi sulle criptovalute?

Le criptovalute sono diventate un elemento importante dell'economia globale, con oltre 580 milioni di utenti in tutto il mondo a gennaio 2024 (secondo Crypto.com). Dato che Bitcoin è classificato come una commodity in molti Paesi, in particolare negli Stati Uniti, vale la pena esaminare come i nuovi dazi statunitensi potrebbero influenzare Bitcoin e il più ampio mercato delle criptovalute. 

Ancora una volta, abbiamo chiesto a James Butterfill di darci il suo punto di vista.

 

In che modo l'impatto dei dazi sul mondo potrebbe influenzare anche Bitcoin?

James Butterfill: Nel breve periodo i dazi sarebbero dannosi per Bitcoin. A differenza dell'oro, Bitcoin ha una componente di crescita, il che significa che reagisce alle tendenze economiche e ai cicli di liquidità.

Inizialmente, le tariffe doganali potrebbero:

  • Rallentare la crescita economica, riducendo la domanda di attivi rischiosi come Bitcoin.

  • Aumentare l'inflazione, che potrebbe portare a speculazioni su tassi di interesse più elevati.

  • Far scendere momentaneamente il prezzo di Bitcoin, poiché è spesso correlato alle azioni.

Tuttavia, il quadro a lungo termine è diverso. Ad un certo punto, i mercati si renderanno conto che gli Stati Uniti non possono aumentare i tassi di interesse all’infinito mentre l'economia si indebolisce (stagflazione). Quando questo accadrà, Bitcoin probabilmente recupererà, mentre le azioni continueranno a mostrare fatica.

Attualmente, la correlazione di Bitcoin con il NASDAQ è di circa il 40%, ben al di sotto del suo picco del 72%. Ma come abbiamo visto durante la crisi bancaria a marzo 2023, Bitcoin può sganciarsi e fungere da bene rifugio: è questo il paradosso di Bitcoin, dato che può essere sia un attivo volatile, sia un bene rifugio.

 

In questo particolare contesto, dovremmo considerare Bitcoin come un attivo diverso rispetto al resto dei token digitali?

James Butterfill: Sì. Le altcoin sono molto più imperniate sulla crescita e strettamente legate all'industria tecnologica.

Ad esempio:

  • Ethereum e il NASDAQ hanno una correlazione più alta rispetto a Bitcoin e al NASDAQ.

  • Ethereum e altre altcoin si comportano fondamentalmente più come titoli tecnologici, mentre si guarda a Bitcoin sempre più come a una sorta di oro digitale.

È probabile che questa divergenza continui nel tempo, con Bitcoin che funge più da copertura contro l'incertezza economica e le altcoin che rimangono, invece, legate al settore tecnologico.

 

Alcune possibilità di riflessione

I dazi modellano le economie, dettano le alleanze commerciali e possono innescare guerre commerciali, con effetti a catena sui mercati globali, sulla catena di approvvigionamento e sulla spesa dei consumatori.

A breve termine, un rincaro dei dazi statunitensi potrebbe significare:

  • Un aumento dell'inflazione e un indebolimento della crescita economica.

  • La volatilità di Bitcoin e di altri attivi rischiosi.

 

A lungo termine, tuttavia, il ruolo di copertura di Bitcoin potrebbe rafforzarsi, soprattutto se le politiche tariffarie dovessero portare all'instabilità economica.

Una cosa è certa: le decisioni politiche degli Stati Uniti continueranno a influenzare i mercati globali e, molto probabilmente, il futuro di Bitcoin.
