L’annuncio da parte di Donald Trump della creazione del primo fondo sovrano statunitense all’inizio di febbraio ha generato un certo fervore nel mondo delle criptovalute, alimentando le speculazioni secondo le quali gli Stati Uniti acquisirebbero Bitcoin e altre criptovalute attraverso questo fondo. Il presidente degli Stati Uniti ha infatti accennato molte volte all’idea di creare una riserva strategica di Bitcoin ed, eventualmente, di altre criptovalute.

Rimane tuttavia da vedere se il fondo sovrano statunitense acquisterà considerevoli quantità di Bitcoin, in particolare poiché il fondo non sarà operativo fino alla fine del 2025 o all’inizio del 2026. Nonostante ciò, questo annuncio e la derivante speculazione hanno evidenziato l’interesse crescente di diversi Paesi per Bitcoin e, in misura minore, altre criptovalute.

Gli investimenti statali diretti in criptovalute attraverso i fondi sovrani sono ancora limitati, ma le cripto-attività sono considerate sempre di più come delle valide aggiunte ai portafogli nazionali.

 

ETF su Bitcoin: il punto di accesso istituzionale all’esposizione alle criptovalute

Il 2024 ha segnato un punto di svolta, in particolare con il lancio degli ETF spot Bitcoin negli Stati Uniti, che al 24 febbraio 2025 avevano attirato oltre 102 miliardi di dollari di asset in gestione.

Precedentemente, i pochi fondi sovrani che si avventuravano nel mondo delle criptovalute si concentravano sul mining di Bitcoin o sugli investimenti in aziende legate alle criptovalute. Ora, invece, possono esporsi senza particolari barriere.

La notevole ascesa di Bitcoin nel 2024 può essere attribuita in larga parte a queste dinamiche in evoluzione.

Che cos’è un fondo sovrano?

Un fondo sovrano è un fondo d’investimento di proprietà di un governo, generalmente alimentato da surplus di bilancio.

Secondo l’International Forum of Sovereign Wealth Funds, a livello globale ci sono circa 100 fondi sovrani, che gestiscono complessivamente asset per un totale di oltre 9 migliaia di miliardi di dollari.

Circa il 45% di questi fondi è finanziato dai ricavi derivanti dalle risorse naturali, mentre la restante parte deriva da surplus commerciali.

Questi fondi vengono reinvestiti in diverse classi di asset, come azioni, obbligazioni e beni immobili, con l’obiettivo di apportare benefici ai cittadini del Paese. L’approccio è generalmente orientato alla crescita e alla stabilità a lungo termine.

Il fondo sovrano più grande al mondo è quello della Norvegia, che ha registrato un profitto record di 213 miliardi di euro nel 2024, corrispondenti a 300.000 € per cittadino norvegese.

A completare il podio ci sono Abu Dhabi e la Cina. È interessante evidenziare che l’ampia maggioranza dei fondi sovrani al mondo si trova in Asia e Medio oriente.

Sebbene il fondo norvegese si collochi in prima posizione, il secondo fondo al di fuori di queste regioni occupa il 20º posto: il fondo sovrano russo.

Il primo fondo del Nord America si trova al 21º posto: il fondo sovrano della provincia canadese di Alberta.

Fondi sovrani e criptovalute: cosa sappiamo?

Fino a poco tempo fa, solo pochi fondi sovrani si erano cimentati in investimenti diretti in Bitcoin o altre criptovalute.

L’esempio più noto è il fondo sovrano del Bhutan, Druk Holding and Investments. Al 76º posto a livello globale, alla fine di febbraio 2025 deteneva 10.635 BTC, per un valore di oltre 1 miliardo di dollari, secondo Arkham Intelligence.

Questo regno himalayano si è avventurato nel mondo delle criptovalute lanciando un programma di mining di Bitcoin ad aprile 2019, che l’ha reso uno dei primi Paesi a puntare sulle criptovalute. El Salvador l’ha seguito, sebbene non attraverso un fondo sovrano tradizionale.

Tuttavia, negli scorsi mesi, si è verificato un notevole cambiamento. Sempre più fondi sovrani si stanno esponendo direttamente alle criptovalute. L’introduzione degli ETF spot Bitcoin a gennaio 2024 ha giocato un ruolo importante nell’accelerare questa tendenza.

Il fondo sovrano dello Stato americano del Wisconsin è stato il primo a investire negli ETF spot attraverso iShares Bitcoin Trust ETF, che attualmente detiene 6 milioni di azioni, per un valore di circa 321 milioni di dollari al 14 febbraio 2025.

A metà febbraio 2025, il fondo sovrano di Abu Dhabi, Mubadala Investment Co., ne ha seguito l’esempio acquisendo 8,2 milioni di azioni di iShares Bitcoin Trust ETF, per un valore di 436,9 milioni di dollari al 18 febbraio 2025.

Fondi sovrani: esposizione indiretta alle criptovalute

Nonostante l’interesse crescente, la maggior parte dei fondi sovrani esposti a Bitcoin e altre criptovalute continuano a farlo indirettamente. Il fondo di Abu Dhabi, per esempio, ha finanziato delle startup di blockchain e criptovalute attraverso fondi di venture capital. Ha inoltre investito in borse valori come Coinbase e le piattaforme DeFi. Il fondo pensionistico norvegese ha investito in azioni di Coinbase e MicroStrategy, rispettivamente il più grande exchange di criptovalute quotato in borsa e la società privata che detiene il maggior numero di Bitcoin.

La Temasek Holdings di Singapore ha investito in società di blockchain e infrastrutture di criptovalute, come FTX (che si è rivelato un investimento fallimentare) e Binance.

Conclusioni

Nel corso degli ultimi anni, le prospettive istituzionali su Bitcoin e altre criptovalute si sono evolute significativamente.

Il lancio degli ETF spot Bitcoin a gennaio 2024 ha segnato un punto di svolta, permettendo ai fondi di investimento di esporsi direttamente a Bitcoin senza affidarsi alle borse.

Sebbene alcuni fondi sovrani abbiano rapidamente sfruttato questa opportunità, molti rimangono cauti. Tuttavia, il ritmo di adozione è in costante aumento.

L’offerta limitata e la struttura decentralizzata di Bitcoin lo rendono un asset potenzialmente più sicuro nel lungo periodo rispetto agli investimenti tradizionali.

Inoltre, Bitcoin è sempre più visto come una copertura contro le crescenti incertezze geopolitiche ed economiche, ricordando il ruolo di bene rifugio dell’oro (un parallelismo evidenziato dalle loro traiettorie simili nel 2024).

Se gli Stati Uniti decidessero di investire in maniera importante in Bitcoin, ciò potrebbe scatenare una corsa agli armamenti per accumulare questo scarso bene digitale.
